Ma Jun, Director of the Institute of Occupational Safety and Health at the State Administration of Work Safety, pointed out that in the past few years, the laws, regulations, and standards of occupational health supervision have gradually been established. The occupational health technical service agencies have been continuously improved, the ranks have grown stronger, and prevention and control measures have become more targeted. However, occupational hazards are still very serious. The reporter learned from the interview that China’s occupational hazard contact population and distribution areas are ranked first in the world, with annual incidence of more than 10,000 person-times. Ma Jun said that in the case of traditional occupational diseases that have not yet been effectively controlled, in recent years, with the development of new industries such as China's new materials, some new occupational hazards have appeared one after another, such as lead, benzene, mercury, and organophosphorus pesticides. , trinitrotoluene, n-hexane poisoning and so on. At the same time, rare occupational poisonings have also occurred. For example, in 2007 Beijing Chaoyang Hospital received 7 workers from a printing plant in Hebei Province. The symptoms were dyspnea, pleural effusion and a certain degree of pulmonary fibrosis. They are working on the PS version of the paint coloring work, the raw material is three no products, no way to analyze the ingredients. Upon inspection, particles of 30 nm in diameter were found in the workplace, bronchoalveolar lavage fluid, pleural effusion, and lung biopsy. As a result, this new disease was called "nano-disease" and caused widespread concern.
What is the state of occupational health in the domestic chemical industry? Zhou Xueqin, director of the Occupational Disease Prevention and Control Center of China Petrochemical Corporation, said that hydrogen sulfide gas is present in all production processes of oil refining companies, and occupational hazards may occur once they are leaked. In order to prevent occupational diseases from happening, all refinery companies first adopt strict control measures from the production process, followed by strengthening automated control and management, eliminating the risk of leakage, and formulating comprehensive emergency measures to minimize occupational hazards. However, at present, there are still many small and medium-sized chemical companies in China that have poor production processes, inadequate control measures and emergency rescue. Occupational hazard risks exist to varying degrees, and there is an urgent need to strengthen occupational health supervision.
In the face of the current new situation of occupational health supervision, in August this year, the four departments of the State Administration of Work Safety, the Ministry of Health, the Ministry of Human Resources and Social Security, and the National Federation of Trade Unions jointly deployed and decided to use about one and a half years from August this year. Time, the deployment of personnel, self-inspection, self-inspection, inspection review, review and improve the four stages, the national organization to carry out dust and high toxic substances hazard control special action, focusing on the production of dust and the use of highly toxic articles of the workplace. At present, special operations have entered the self-examination and self-revamping stage of the production and business units.
Ren Shukui told the reporter that the General Office of the State Council issued the National Plan for the Prevention and Treatment of Occupational Diseases (2009-2015) this year, clarifying the guiding ideology, basic principles, planning objectives, major tasks, and safeguard measures for the prevention and control of occupational diseases. The State Administration of Work Safety put forward the concept of occupational health supervision that “builds two teams, establishes three systems, and constructs four systems”.
The "two teams" are the government occupational health supervision team and the enterprise occupational health supervisor team. The State Administration of Work Safety has set up the Occupational Safety and Health Division to undertake the corresponding supervision functions. The next step is to actively promote the construction of the enterprise occupational health supervisors and gradually realize the professionalization of occupational health supervisors. The "three systems" are the workplace occupational hazards declaration system, occupational hazards supervision and inspection system and occupational health and safety license management system. At present, the first two systems have been formally promulgated and implemented in the form of the State Administration of Work Safety. The third system has entered the consultation stage. The “four systems” are the standards and systems for occupational health supervision and regulation, technical services and support systems, publicity and education and training systems, and information and equipment support systems.

Long-term work in chemical companies is very prone to occupational diseases. At present, laws and regulations for occupational rights protection work in China are still not perfect, especially for employees. It is extremely difficult for migrant workers to defend their occupational diseases. Therefore, employees of chemical companies hope that the government will strengthen supervision of occupational hazards and provide employees with a safe production environment.
