The Liaoning provincial party committee and government attached great importance to the development of the equipment manufacturing industry, formulated and implemented a series of policies and measures, effectively promoted the structural adjustment of the equipment manufacturing industry and enhanced the capacity for independent innovation, and at the same time, problems such as imperfect industrial chains also needed to be resolved. In order to further promote the development of equipment manufacturing industry, the Provincial Government Legal Affairs Office and the Provincial Economic and Information Commission, based on summing up the successful experiences of Liaoning Province and learning from the common practice of developed provinces and municipalities, took the lead in the formulation of the “Regulations” for the development of Liaoning's equipment manufacturing industry. The "Regulations" determine that the provincial, municipal and county (including county-level cities and districts) economic and informationization departments are responsible for the coordination, guidance, service, and overall management of the development of equipment manufacturing within their own administrative regions; the development and reform department is responsible for coordinating major technologies. The "Provisions" proposes to support the development of the equipment manufacturing industry that meets the requirements of the development of high-end equipment manufacturing industry, meets the transformation and upgrading of key industries in the national economy, and the high-end development of emerging industries, and has a certain technological and industrial base.
