On the afternoon of the 28th, the Ministry of Commerce announced on its website that it was conditional on the acquisition of an anti-monopoly review by Delphi to end the anti-monopoly review lasting for nearly a month. However, in the announcement, the four-point restriction was proposed in response to concerns that domestic companies were concerned about affecting normal supply. After the completion of the centralized transaction between GM and Delphi, it should continue to supply the domestic market without discrimination.
According to the announcement, according to the "Anti-Monopoly Law," the Ministry of Commerce believes that this acquisition may have the effect of excluding or restricting competition and will have an adverse impact on the Chinese auto vehicle market and the competition in the upstream auto parts market. However, both GM and Delphi put forward solutions to reduce the adverse impact of the acquisition on the competition within the specified time, and they were approved by the Ministry of Commerce. Therefore, the acquisition was eventually passed conditionally.
On August 18, General Motors submitted the application materials to the Ministry of Commerce and supplemented the application materials on August 28 and 31 according to the requirements of the Ministry of Commerce. On August 31st, the Ministry of Commerce considered that the application materials were in compliance with the standards stipulated in Article 23 of the Anti-Monopoly Law. A preliminary review of the application was made and General Motors was notified. During the review process, the Ministry of Commerce focused on assessing the various impacts of market competition and completed the review work before September 28.
