The "Proposal" also stipulates that starting from August this year, the motor vehicles on the road will be sampled. If the environmental protection test for the exhaust is unqualified, the environmental protection department will urge the owner or user to carry out maintenance and repair. “Yellow Label Car†is a highly polluting car that is labeled with a yellow environmental protection mark. Namely: gasoline vehicles that do not meet the national I emission standards and diesel vehicles that do not meet the national III emission standards. It is understood that although Chengdu’s “Yellow Label Vehicle†possesses a low proportion of total motor vehicle ownership, the proportion of carbon monoxide, nitrogen oxides, hydrocarbons and particulate matter emitted by motor vehicles in the city comes from “Yellow Label Vehicleâ€. Before the end of this year, complete the oil and gas recovery and reconstruction of existing gas stations, oil storage tanks and tank trucks in our city, and based on the "Emission Standards for Air Pollutants in Oil Storage Depots" (GB20950-2007) and "Emission Standards for Air Pollutants for Gasoline Transportation" ( GB20951-2007) and the "Gas Station Air Pollutant Emission Standards" (GB20952-2007) three standards for acceptance; new gas stations, oil storage tanks, tank trucks must be strictly approved by the EIA, if the above three standards are not met, no put into service. On the other hand, starting from July 1 next year, the city's new home diesel vehicles will implement the national four emission standards. At the same time, continue to do light gas vehicles to implement the national four emission standards, and increase the publicity and supervision of motor vehicle dealers. Management to ensure that motor vehicles sold in Chengdu meet the staged emission standards set by the state; accelerate the development of clean vehicles and promote the application of electric vehicles in public transportation and rental.
