Do not think that formulating the "Eleventh Five-Year Plan" as a show should be based on institutional reasons.

This situation is also prominent in the chemical industry. Once upon a time, a number of chemical projects involving investment of billions of billions and billions of yuan were not only included in the five-year plan, but also went to the Premier's government work report, and then laid the groundwork for a big start. However, the result was that the day of production was a loss. At that time, some of them even became an unfinished project that would never be put into production. However, the situation of the completion of the five-year plan has never been asked again, and the result has nothing to do with it. It was precisely because of the lack of post-acceptance supervision and rewards and punishments system that some people dared to make such a serious and serious event as a show.
It is very dangerous to make a new five-year plan a show. It has two major destructive effects on the country’s economic life.
The point is that it will cause huge waste of resources, energy and investment. Some people have analyzed that if we count the benefits of the "National Key Projects" listed in the first ten five-year plans in China, I am afraid that the proportion of people who truly reach the plan is not high. The more ambitious the plan is, the greater the waste.
Another point is that it will contribute to the achievement of “digital figures, political achievements, figures†that violate the will of the people. Normally, when a new five-year plan is formulated, some regions will issue numerical indicators at all levels. Only high inaccuracies will be low. If you are taller, you will be higher than him. Otherwise, you will have to criticize it. Some companies have complained that it is clear that these figures are false and cannot be done at all. However, in order to do this, they have to close their eyes and sing "Trust Heaven". Nobody has verified it anyway. In addition to the huge waste of social resources, the result of this performance perspective is even more important that it will move away from public opinion and shake the party and the government’s governing status.
We no longer regard the formulation of a new five-year plan as a show. This has become a new subject of reform before us.
